On August 19, in the session hall of Ladyzhyn City Council, the meeting of the working group to discuss preparation of SME Development Program was held as part of PLEDDG Project. Entrepreneurs, managers of enterprises, staff of local self-governance bodies, representatives from the Local Economic Development Agency, deputies of the local council, mass media representatives, and PLEDDG experts participated in the meeting. Head of Economic Department of Ladyzhyn City Council, Ruslan Pomagaibo, opened the meeting. He welcomed the participants and thanked PLEEDG experts for their fruitful cooperation.

PLEDDG Senior Expert Valeriy Kokot presented the SME Development Program that consisted of 5 development stages – organization of work, analysis of the current situation, formation of the development directions, activity plan, monitoring and evaluation. Mr. Kokot said that it was important to identify SME development directions in Ladyzhyn and their possible scenarios as specific projects would be developed under the selected directions. In 2017, PLEDDG plans to allocate 100,000 Canadian dollars for funding of these projects. It is also planned to attract budget funds and funding from business for implementation of the projects.

PLEDDG Consultant, Iryna Kovra, presented the results of the express analysis of the local business climate. The analysis was conducted in Ladyzhyn based on the PLEDDG methodology and was aimed at identifying obstacles hindering business development. PLEDDG consultants analyzed 8 regulatory acts of local authorities, provided recommendations for more effective cooperation with the business representatives, made a road map for administrative services, regulatory activities, land relations, city building and architecture, placement of outdoor advertisement, use of municipal property, trade, providing incentives for business development.

PLEDDG Consultant, Nadia Eremenko, spoke about the city business profile – a comprehensive document combining all analytical and statistic groundwork regarding business development in the city. Also, the consultant presented the Small Business Act for Europe, adopted in 2008, which forms the basis of the European Union SME Development Policy and which is aimed at carrying out activities for business improvement in EU countries.

The next meeting of the working group will take place in September. The SME Development Program for Ladyzhyn will be ready by January 2017. The Local Economic Development Agency calls for all local entrepreneurs to actively participate in the development of the Program.
