In order to assess the current state of administrative service centers, PLEDDG Project experts developed a practical guide “Administration Service Center activity and qualitative assessment of ASC performance”.

The guide outlines the core principles and tools of qualitative assessment of ASC performance and gives recommendations for such assessment. There is a chapter in this guide focused entirely on best practices of ASC activity and a qualitative assessment of their performance based on real-life examples from cities such as Ivano-Frankivsk, Kremenchuk, and Vinnytsia (Transparent Office).

An effective assessment system presented in the guide allows for getting objective information on administrative services and will become the basis for on-the-spot management decision making aimed at improving the quality of administrative services to meet consumer needs.
