Today, on July 1, the event hall of the “Knyzhka” office block hosted the roundtable meeting on the use of ETC “ProZorro.Sale” for sales of small privatization objects and lease of utility property. The event welcomed Deputy Director of RSA Department for International Cooperation and Regional Development Nadia Nasikovska, Acting General Director of SE “PROZORRO.SALE” Oleksiy Soboliev, Senior Expert, Head of Experts Group Ihor Lepyoshkin, representatives of e-commerce platforms, and representatives of local government of the region.

Last week, small privatization of about 800 objects officially started in the system ProZorro. Sale. https://bit.ly/2Ao8KLG and 100 lots, an auction of which will take place soon.

“It is for the first time for the independence years that the state property is being sold in such an open and transparent manner. Without any hidden procedures or payments – everything is online. The ProZorro.Sale system has long been used successfully by the Deposit Insurance Fund as well as by cities and regions across the country. Together, we have already sold the assets of failed banks, state and utility enterprises for over 9 billion UAH, – told Oleksiy Sobolev, Acting General Director of SE “Prozorro.Sale”. If we have been able to sell such difficult objects as non-performing loans, then we will successfully cope with small privatization as well”, – he added.

The first auctions in the framework of small privatization are to take place already in August. For instance, on August 17, there will be sold even two regional objects: the group of non-residential corn house facilities (Chernivtsi Region) and a non-residential building of 44.7 sq.m. in L’viv. Already on August 30, the State Property Fund puts stock of shares (99,9533%) of “Ukrpapirprom” for sale; it is situated in Kyiv not far from Livoberezhna metro station.

“Small privatization is an efficient and transparent way to pump the local communities’ budgets up. Due to ProZorro.Sale auctions, every town and settlement across the country has an opportunity to attract investors that will not only make neglecting buildings and enterprises impossible and bring funds into the local communities’ budgets, but also provide the additional workplaces. That is why we support the reform of state sales and promotion of small privatization across Ukrainian cities, – said Ihor Lepyoshkin.

Today, there have been authorized 23 trading platforms that have received a right to register purchasers and sellers. Though, the authorization is unlimited. It is expected that the program may connect more than 40 systems that have been already working with ProZorro.Sale at other auctions and those platforms that have not been previously working with state sales.

It should be reminded that pursuant to the Law “On Privatization of State and Utility Property” which took effect in March, the small privatization will be held through ProZorro.Sale e-system. The question is about the assets of state and utility property at value of 250 million UAH. The objects are to be listed for sale in the framework of small privatization by the Fund of State Property of Ukraine (FSPU) and local authorities.
