On September 20-21, 2018, representatives from PLEDDG partner cities went to Kryvyi Rih on the study tour dedicated to “Monitoring of City Development Strategy Implementation”, throughout which the participants had an opportunity to share experiences related to elaboration and implementation of city development strategies.

Kryvyi Rih was a partner city to an international technical assistance program “Ukraine Municipal Local Economic Development (MLED Project), successfully implemented by the Federation of Canadian Municipalities throughout the years 2010-2014. Particularly, as part of MLED Project, the Kryvyi Rih Strategic Development Plan 2015 was developed and implemented. Knowledge and skills acquired for the period of cooperation with MLED Project enabled local authorities to efficiently launch the process of elaboration and implementation of the following city development strategy.

Due to its customer orientation, the Kryvyi Rih Municipal Service Center is considered to be among the most efficient “single authorization offices” in Ukraine. The city has modernized its e-services system. Specifically, with the PLEDDG Project’s support, the software for the system of municipal services provision has been updated.

Mayor Yuriy Vilkul welcomed the PLEDDG delegation to Kryvyi Rih. He told the study tour participants about the work of Kryvyi Rih City Council related to elaboration and implementation of the City Development Strategy. Ihor Lepyoshkin, Senior Expert, Head of Experts Group, reported on the role, purpose and status of monitoring in the process of implementation of city development strategies of PLEDDG collaborates, whereas PLEDDG consultants Volodymyr Proskurnin and Larysa Olenkovska presented the methodological fundamentals in monitoring of implementation of strategies. Andrii Poltavets, Kryvyi Rih Deputy Mayor, shared the experience in implementation of the Strategic Plan for Kryvyi Rih Development. Tetiana Pidpalko, Head of the Economics Department of the Executive Committee of the Kryvyi Rih City Council, reported on the system of monitoring of implementation of the Strategic Plan for Kryvyi Rih Development.

The first day ended with an industrial tourism tour. It should be noted that, in the course of development of the Strategic Plan, it was for the first time that the development of Kryvyi Rih industrial tourism was a subject matter of discussion, – and now the city is one of the leaders in this area.

The following day, PLEDDG consultants Oleksandr Voloshynskyi and Larysa Olenkovska made a general overview of the best practices used in the process of elaboration and implementation of Strategies for development of Ukrainian cities. Iryna Chervonna, Head of Local Economic Development Department of Administration of Economy of the Executive Committee, reported on the use of e-tools for monitoring of implementation of the Strategic Plan for Kryvyi Rih Development. Natalia Romanovska, Director of Department of Administrative Services of Executive Committee of Kryvyi Rih City Council, presented the Administrative Services Center “Visa” of Kryvyi Rih City Council. In addition, she told the participants about operation of the unique mobile office-transformer – “VISA MOBILE” – on its deployment site.

During the intense two-day study tour, the participants had a detailed discussion of the issues related to elaboration of the cities’ strategies. They also learned more about institutional, legislative, and organizational aspects of ensuring city development strategy implementation as well as about main trends and methodological fundamentals in assessment of the implementation outcomes, about how to build a system of indicators showing efficiency in implementation of the measures and achievement of the strategies’ objectives, and the use of e-tools for the monitoring of the implementation process.
