The extended meeting of Advisory Committee on Effective Governance and Development and Committee on Management of City Development Strategy Implementation took place in Poltava City Council.

According to the meeting participants, PLEDDG, implemented by the Federation of Canadian Municipalities, is aimed at strengthening the municipal sector in Ukraine through capacity building in 16 cities in four oblasts in democratization of local governance and development areas. PLEDDG supports open democratic governance tools, creation of enabling environment for entrepreneurship and local economic development, the process of decentralization and integrated development planning at local, regional and national levels, promoting gender equality through strengthening the role of women in political and economic processes, as well as promoting green urban environment.

PLEDDG implementation plan includes development of the Sustainability Strategy. The Strategy includes measures to ensure sustainability of PLEDDG`s priority outcomes at the final stage of its implementation. The quality of partnership relations, responsibility on the local level and capacity development will remain incorporated into the realization of the Project. PLEDDG applies participatory approach to sustainability management in cooperation with partners, which involves the formation of specific Action Plans to ensure sustainability of implementation results with each partner.

“Sustainability” in the PLEDDG context refers to continuity of the Project’s priority outcomes after the termination of assistance. The best effect can be achieved when partners take responsibility for ensuring priority Project outcomes, products and processes evolve over the long term, and targeted strategic capacity development for sustainability purposes is an integral part of Project implementation to support these goals.

PLEDDG Sustainability Strategy in Poltava was developed in close cooperation with the members of the Advisory Committee on Effective Governance and Development, created for PLEDDG implementation in the city, local deputies and City Council representatives, businesses and public.

Interaction with partners for the purposes of Sustainability Strategy implementation provides an opportunity to analyze and determine which initiatives, projects and knowledge gained through information and competence development products within PLEEDG are important for ensuring long-term sustainability in the Ukrainian context and in what ways they should be disseminated in the future.

“We are in the process of numerous projects implementation that started last year. And it is important to control all the aspects. That is why we are meeting today to hear different positions. After all, only partnership, coordination and joint efforts of economic entities, local authorities, and public will be the basis for achieving a positive result in the implementation of the Action Plan for ensuring sustainability of the project implementation results and initiatives”, said the Secretary of Poltava City Council Olexander Shamota.

Igor Lepyoshkin, Senior Expert, Head of Experts Group, PLEDDG, noted that he would like to understand and see how the projects included in the Plan are implemented.

“Next year we will need to form a new Implementation Plan. If the Strategy is for 10 years, the Plan is for 3. Now we need to understand how many of the 46 projects have already been implemented, and which are at the implementation stage. This is very important. It is possible to fund projects aimed at supporting of small and medium-sized businesses. We want the initiatives we have jointly started, to be sustainable, that is, to continue after the support of our Project is completed”.

Director of Economic and Investment Department of Poltava City Council Vita Klymenko presented the overview of the Poltava Economic Development Strategy for 2018-2020 implementation plan results.

“Poltava Economic Development Strategy was approved in 2017, and the Implementation Plan in 2018. According to it, 3 strategic goals were defined: 1. Business development. 2. Creating a favorable business environment. 3. Attracting investments. The implementation plan for the Economic Development Strategy for 2018-2020 has a total of 46 projects. Of these, 1 has been completed, 37 are under implementation and 8 projects have not started. Number of project implementation activities: a total of 206 activities are planned, of which 42 are completed, 88 are under implementation and 76 have not started. 74% of activities did not start because their period of implementation is not due yet and 26% – because they are being implemented as part of other projects”, said Klimenko.

According to her, the indicator of implementation of “Business Development” direction is the number of new jobs created at the enterprises. And compared to the same period in 2018, this figure has increased.

“The number of tourists that visited museums and the number of administrative services provided has increased. The unemployment rate decreased comparing to last year. The number of completed investment projects as of 2019 also has a positive trend,“ said Vita Klimenko.

Monitoring of the implementation of the Action Plan to ensure the sustainability of the PLEDDG Project implementation results will be carried out through periodic assessment of the status of implementation of initiatives and projects. The main body that will carry out monitoring will be Advisory Committee on Effective Management and Development of the city. Members of the advisory body will review the status of implementation of initiatives and projects that have a significant impact and the main priorities to ensure the sustainability of their results. Relevant criteria will be applied to monitor and assess progress under each initiative.
